Various organizations within USA Rugby have some form of leverage.
NCR has a potential membership pool of 15,000, and a large percentage of that pool is happy to play rugby within their own competitive group. Thus, the potential threat from USA Rugby to ban cross-divisional play between NCR teams and non-NCR teams carries little weight with those teams.
After USA Rugby's plans for a new dues structure became public, some organizations are pushing back.

Return to play for rugby is highly unlikely this fall, but there may be pockets where schools and colleges are in session and sports might be possible.
There are, according to the CDC, currently 3,555,877 cases of COVID-19 recorded, with 72,045 new cases reported yesterday. A total of 137,864 people have died (a fatality rate of 3.88%), with 926 deaths reported yesterday.
USA Rugby has presented the various community groups with a breakdown of dues and insurance costs for when everyone gets back to playing rugby.
